Many things. Countless things! Salty foods, before/during/after TOM, flying in an airplane, working out, medications, etc. Different things for different people, too.5

I definitely retain more fluid after a salty meal. It usually takes a couple of days to dissipate.3

Exercise does it for me... Weight lifting especially starting up after a break, a new program or adding volume.2

Well for most people, a majority of their body is made up of water. So water weight is something we all have and is natural and that we would die without.
If you are talking about what makes you retain more water some times than other times, causing the scale to go up, then there are a number of potential causes of that. Excess sodium intake, beyond what you normally have, is one potential cause, but it is not the only one. The amount of food you consume compared to normal, the timing of your meals, the timing of your weigh in, carbohydrate consumption. how often you are going to the bathroom, your menstrual cycle, your stress levels, lack of sleep, and amount of exercise, all play a role. That's why it's not really worth it to try to figure out the "why" and just learn to be comfortable with it occurring certain times.7 -

Also sunburn, some injuries, and excessive outdoor temperatures, for me!

Salt and carbs.
For me2 -
Had a double cup a soup today. Tonight my weight was up by 1kg compared to previous evenings. Yep, that stuff is very salty.1

Salt, starchy carbs, hot weather. I also retain water when I’m sick.1

Lots of things can put on water weight. For my body, I've noticed the following trends:
- Salty/high sodium meals
- High electrolyte intake (required during hot race weekends for me)
- Hard workouts
- Eating out (generally from sodium, but other factors like types of foods probably also contribute)
Depending on what the reason is, it may take DAYS if not the better part of a week for the scale to go back to "normal." When losing weight, I'm also prone to "wooshes" (which there are scientific reasons for).1 -
I forgot alcohol. I retain water for nearly a week after I have a couple of drinks.1
