The neoprene on an old paid of dumbells is coming off. How can I salvage them? I don't want to buy new dumbells. Is it possible to wrap them with something?

Hmm, mine don't have that kind of wrapping/layer but have you considered using workout gloves?

You might consider hockey or lacrosse stick wrap or even athletic tape.4

I like hockey or athletic tape but duct tape will do as well0 -

This would be my goto if I was in your situation. Athletic tape is cheap.
If you want to spend a bit more, baseball bat grip or tennis grip tape would be decent and more cushion though it takes a little skill to apply.
I'm not a painter, but you might ask a pro. There should be some textured spray paint that would work if the dumbell was cleaned properly.1
