Will weight training cause the scale to not budge?

No. Eating calories at maintenance causes the scale not to budge. Starting a new exercise may result in water retention, which can cause the appearance of no weight loss. If you stay the course with a calorie deficit, your weight will go down.6

The better question is will weight training stop fat loss if you are in a calorie deficit and the answer is no.
As stated above you may get some water retention - especially if this is a novel exercise for you or if you train hard enough to cause inflammation.3 -
