Weigh before or after cooking?

I have these Denver Steaks in my freezer. It says a 4oz portion is 230 calories. Does that mean weigh out 4 oz raw, then I cook it or cook the steaks and then weigh out 4 oz of cooked steak?
The label doesn't specify.

I'd say raw. In my experience most American labels will specify when they mean cooked. Here's an article about it too, in case it helps:

Yeah... Bacon is one example. Raw it's like 180 cals for 2 slices, but cooked, it's like 1/3 that amount.
Ditto for spaghetti.
I used to significantly over estimate both before I realized that!0
