    Here in Rome they just drop the speed limit to 20 mph on a through street that has lots of potholes. That way they aren't libel for damage or death (especially motorcycles and scooters).

    Ha, Ha,--here in Rome, Italy don't want to say. Our mayor (5 yrs now) loves photo ops, and has let the city slide. If it weren't for all the "old stuff" that was well built in Roman Times, we'd be in worse trouble. Elections coming up in October with lots of promises to turn things around. We'll see. Been there done that.
