I’m 5’ 9 male 19 115lb. I feel fat and I can feel that I have a high body fat percentage and hate it. What can I do to reduce fat. I try to not eat til I’m full since I hate that feeling. And limit my food during the day to snacks. But I don’t think I’m getting anywhere.

Unless there's a typo in the numbers above, you indeed are at an unhealthy weight. You are at BMI 17, and you would need to gain over ten pounds just to be at the bottom of the healthy body mass index. It is highly unlikely you have a high body fat percent at BMI 17.
If you'd like to see more muscle, you could start doing some strength training. Whether you do that or not, you should be sure to eat at a surplus and try to gain some weight. Focus on protein if you're strength training to build muscles, but above all, focus on gaining some weight.
If you don't like to feel physically full, look for foods that provide good nutrition but also are calorie dense, like avocados, nuts, seeds, healthy oils, fatty fish, and even cheese. Whole grains like brown rice, rolled oats, or hulled barley have calories and nutrients, but might make you feel over-full. Make friends with peanut butter, almond butter, or cashew butter. If you can find hazelnut butter, it's pretty tasty too.6 -

Underweight. If you feel the way you do, then PERSONALLY I think you may want to consider talking to a therapist because it sounds like you may have a body dismorphic issue. I'm 2 inches shorter than you and at 125lbs I was skinny. 10lbs lighter I would have been boney.
