when is it a good time to cut for summer?? im very active i am a college athlete and love to run and lift, im 5'10 180lbs

You can maybe target 1 pound per week, i.e. 500 cal deficit per day. So figure how long you need to cut for. If that's 6-10 weeks, start whenever. If it's more, you might want to target a few weeks maintenance break between two mini-cuts of 6-8 weeks each, and you'll probably need to start soon.1

A 5'10" 180lb athlete who lifts probably is already on the fairly lean side, so you'll be amazed at what 10 lbs will do for you. If you assume a goal of 1 June, then about mid-March is when you need to get serious at a 1 lb/wk rate, as mentioned by @retroguy2000.1

What's your sport? What is a cut going to do to your performance? Unless you're a distance runner (which you're not at 180 lbs.) your coaches will probably want you gaining muscle. Lift, eat at maybe a slight surplus and stay at 180 and improve body composition.0
