After every meal I'm still hungry what should I do?

I usually eat a healthy breakfast and I try to stay healthy but I can't stay full

What are you eating for breakfast? Different people find protein, or fiber, of fat, or some combination of those most satiating.

Can you be more specific than "a healthy breakfast?" What are you eating, and how much? What else are you eating during the day? What goals are you trying to reach? How big of a deficit are you running?
Answers to these questions might help folks give you some ideas to move forward with.
How long have you been at this? It can take a little while for your body to adjust to a deficit. You also might want to think about the concept of "mouth hunger" versus actual hunger.

I would definitely not drink calories. Solid food takes longer to digest. I find that focusing on protein and fiber gives me energy and a satisfying bulk of food. My staple vegetables are cucumbers and zucchini. I have them with nearly every meal.

Sounds like you are suffering from glucose (sugar) spikes and lows. After you eat carbs, your blood sugar goes up. Your body then dumps insulin (if you are not insulin resistant) and then your blood sugar plummets and you want carbs again, and feel "hungry", regardless of whether you had enough calories.
The solution is to not eat a sweet breakfast, but a savory one. Eat eggs, cheese, meat but no cereal, bread pasta fruits juice, etc. Try that for a week and see if it helps. A lot of people find a low carb diet helps with cravings - after you wean yourself off the sugar rush go round, you don't suffer from them as much.
I just read a book called "the glucose goddess". She gives 4 hacks for beating this and avoiding sugar highs and lows.
- eat a savory breakfast
- take in a spoonful of vinegar every day
- eat low carb veggies before you eat a meal, if it contains carbs, so you are protected from sugar spikes
- after eating, move. Take a walk, etc.
