Picasa by Google is free and easy to use. GIMP is less simple to use but gives you more options (similarly to Adobe's Photoshop) and is also free.

picnik.com is a free online tool for editing pictures and I love some of their effects.

How to learn to use it? I am a huge fan of the learning by doing approach, but learning by googling comes in a close second.0 -

I wish I could help! but I use photoshop for all my photo needs- not free though
mighty expensive little program but I love it! good luck!!
