I am 5 feet 3 inches and weigh 133. I have a small waist and very wide hips with a big butt. What can I do to make both my butt and hips smaller?

First and foremost, a clean diet with a reasonable calorie deficit. For exercises with videos go to bodybuilding.com and click on Exercises. You can then choose a body part and the equipment you want to use, if any.
Also, here's a great butt workout video from YouTube:

You can't spot reduce fat, but can do exercise to build muscle in those areas. Cardio will burn fat all over, exercises like squats, lunges and the like will work leg and butt muscles. Jillian Michaels Killer Buns & Thighs is a good DVD for both cardio and a lot of leg & butt strength exercises.0

Calorie deficit and calorie expenditure. But the "shape" of your body is based on genetics. Unless you're trying to build muscle, exercising to get smaller doesn't change the shape you already have.
