You can't spot reduce, so diet and cardio. If you do exercises like squats and lunges, you'll firm up your legs by building muscle.0

running and if it is stubborn and in your last 5 lbs and resistant ttry the Paleo diet for a month and see if it comes off. good luck0

the fuzz is right, can't spot reduce. However, Brazil Butt Lift is amazing!!!!!!!!!!!!!!!!!!!!!!! Highly recommend it!

I had very toned muscular thighs since I used to be a long distance runner, and then I stopped running so all the muscle turned to fat and I recently decided to get back in shape. I highly recommend doing a healthy dose of cardio and as many people have pointed out, you can't spot reduce fat. ideally, if you combine cardio with squats (maybe with weights) and if you run on the treadmill or do the elliptical instead of cycling, you'll build thigh muscle and tone down from my experience.
