Does climate affect heart rate?
I live in Chicago, and when I exercise I can usually get my heart rate between 137-155. According to my heart rate monitor.
This week I was in Arizona on vacation and I worked out the same, and was lucky if I got my heart rate to 130.

I don't know about climate, but elevation will. Have you compared the elevation of where you live versus where you were in AZ?0

I checked the elevation of Chicago vs. Scottsdale. Chicago, IL is about 568 ft. and Scottsdale, AZ is 1,250 ft.
So I guess it wasn't the climate that affected my heart rate, it was the elevation.0
