When someone's profile comes up as deactivated, does that mean it was permeantly deleted?

  It's not. I had deleted my account but was able to contact admin and have them restore my username. But yes, that means whoever deleted their account.

  Deactivated means they are not coming back under that username. They may return, but will have to create a new profile. The account will never be reactivated.
