BMR = 1319
Calories (based on BMR x 1.55, moderately active) = 2,044.45
TDEE = 2265
Cut = 1,925.25

So how many calories should I be eating? I was shooting for 1200 and not quite getting there, and everyone seems to agree that's not enough calories.

    You should be eating your "cut". 15% (I think that's what you've calculated) is a good cut. 20% is supposed to be a faster cut but don't go under 20%. For only 10lbs, stick with the cut calories you've calculated. After you've lost 5lbs, recalculate. At goal, eat TDEE.

    Also I'm a little confused, as TDEE = BMR + Activity level...so why two different numbers?

    BMR+Activity level + 10% for digestion most likely

    80% of your TDEE is a safe call in my opinion. You really have to find the spot yourself where you're not losing too much muscle mass (strength at the gym) and still losing weight.
