When to take measurements?

I had mentioned this in another thread but the thread kinda died so I thought Id make a new one to ask this
When is the best time of day to take your measurements? Or to weigh in for that matter?
I really dont plan on weighing in for awhile yet because Ive been gaining a lot of muscle and dont wanna just end up feeling bad, but I do wanna take measurements once a week or so. I just havent done it because I dont think of it until after Ive eaten.
I figure first thing is the morning is probably best, but I wanted to double check.

Typically it has been said to weigh in once a week and measure every 2 - 3 weeks.
Measurements don't really matter as much, from my experience. But weigh in the morning when you get up before you eat anything.

Ive noticed that after a workout I bloat...Im assuming from the big glass of water I consume during and after. I also tend to bloat when Im full (I figure most people do) so my waist measurement would probably be off a bit0 -
I measure in the AM on an empty stomach.
