How do I tell someone they smell nice?

Oftentimes a person will walk past me and they will smell fantastic. How do I tell them that I appreciate their scent and that I love them?

    You could create special business cards with a nice message about smells and pass them out when the mood fancies.

    I usually just smile and ask what is the name of their perfume and strike up a conversation from there.

    I normally do the double sniff from a far and then state someone smells amazing. But this messed won't work on the street cause they would've passed you once the smell hits you.

    I do that all the time, i usually just say, hey you smell good, what perfume/cologne are you wearing.
