It really all depends on the dress code of the worksite. What effort is the person making to present themselves as the best candidate. Appearance means a lot. I have shown up to construction interviews with a dress shirt an tie.0

Sport Coat/Suit Coat - Pressed, neat, fitted

Dress Shoes, black, shiny, no marks easily visible
Dress Socks
No tattoos showing
One ring only.
Fine Watch.
No piercings showing at interview.
Haircut neatly

The job I have right now allows for me to dress business casual. In fact, all of my superiors dress that way. However, when I came in for interviews, I wore a suit, and so did both the VP of Sales and the President of the company.
I would say it's not impossible to make a great impression without proper dress, but you've certainly put yourself in a position to push a boulder uphill.
I don't know what part of the country you live in, but 'round here, that's just unprofessional.
