Some clues...sorry was kept busy at work yesterday

For the band, each part is a letter..three letter band name

"Desperate" late 70s Los Angeles punk band is first letter
Delilah's "Plain White" is second letter
Letter that "sounds like" the ocean is third letter

As a bonus clue for band....lads from Swindon

Band = "Desperate" late 70s Los Angeles punk band + Delilah's "Plain White" + letter that "sounds like" the ocean
Song = Monarch of minimal reign

The "Swindon" part is a pretty big giveaway...not exactly a thriving music scene :D

    Okay..
I've left the singer's name off (too easy) and used the group name instead. Commas indicate

    ARTIST / GROUP

Construct-building Aquatic Rodent + Earth tone + Group / Portion of Luna that remains unlanded

I've got the band but clueless on the song :/
It was in the AT40 countdown this week in 1974. That's where the idea came from. An obscure clue on the song title is Buddy Ebsen. Both clues for the song reference a movie from 1939 famous for using Technicolor.
