I've tried to find this online but what is the proper way to measure your chest?

I measure my under bust and bust, and keep up with them both separately. I just label them as Chest1 and Chest2 on my spreadsheet.0

I do this also (I call them bust and band). I measure with my exercise bra on. It doesn't really matter which you do as long as you are consistent.
Once a month I have someone else measure me to eliminate any risk of pulling the tape too tight to get desired results. (not that I'd ever purposely do that, of course)0 -
Be sure to keep the tape level. I suggest Myotape or similar (google it) for accuracy.0
