I am following a low carb high fat diet and try to keep my carb intake at less than 10% of my total calories.

Atkins induction phase is typically 20g or less then goes up a bit later. I don't follow Atkins specifically, so I don't know the exact method it follows. But carbs limit is generally a hard limit of total or net grams per day. Using percentages can change the grams depending on available calories.
Have you looked over the Atkins website or read the book?

If you want to be in Ketosis and do the induction phase Atkins recommend about 5% carbs / or 20g - but you can actually eat upto 50g and still be in Ketosis so eat what works best for you.
Some people stay in induction until they've lost the majority of their weight, others will increase their carbs by 5g increments until they reach what they call their "sweet spot" where they are able to maintain their weight at that amount.
