Never able to lose that last bit of abdominal fat

I can't lose that last bit of abdominal fat to get my abs to come through. I typically eat under my goal calories (sometimes by a lot if I don't log... I have to fight my appetite to actually eat enough) and I lift weights 3x/wk. I try to keep my protein intake to 115g/day. What do I need to do? Eat something in particular? Start adding in cardio?

    HIIT training. Compound movements with as much weight at you can handle, 30 second rests between sets for at least 3 sets per exercise. Seems as if every competitor I've trained has had it work when we've done it whether male or female.
