1200 a day and not loosing

I'm on 1200 a day, lightly active and I'm loosing but only about a pound and a half a week. I am trying to loose 2 a week but...no luck.
If you are using a food scale and your logging is accurate, it may be that you actually cannot lose 2lb per week as your Maintenance minus 1000 actually dips 250 calories below 1200 which is unsafe.1
