Those are Brazilian Carnival Costumes. Most notably Rio Carnival Costumes seen during the Samba Parade. The costumes are handmade and covered in millions of beads, spangles and feathers. The underlying costumes can be sewn by machine, but all the beads, spangles and feathers have to be painstakingly put on by hand. You can get them locally in Rio and other places.
