Cosgrove is one of the top trainers in the country. I've read several of his books and not at all boring IMO. Just full of excellent advice.3 -

No, that's why I said I've read several of his books in the series. New Rules of Lifting and NRL for Life. Good stuff.3 -

so i comment on the workout, and even though you haven't done the workout, you can comment on my opinion of the workout... ok then.

Congrats on your weight loss. I have gone through several toning phases after bulk season and I can tell you that the best way to tone up your muscles is doing a low-to-moderate amount of weight with a high amount of reps (in the 12-15 range).
For arms: Barbell Curl, Lat pull-downs, Row machine (also targets your stomach), concentration curl, and tricep pulldown are some of my favorite exercises to tone the arms. Just make sure your form is good while your performing 12-15 reps to maximize on the toning.
For belly: Inclined weighted sit ups (holding a weight plate or medicine ball) while crunching is a great exercise, the ab roller, planks, and six-inches (lay flat on your back and slowly lift and hold your feet about 6 inches off the ground for a period of 30 seconds to a minute)- you'll be begging for the timer to stop after you do it properly!2 -
Follow a lifting program in the link above, get adequate protein and if you are at goal eat at maintenance or if you still have some weight to lose eat at a small deficit. Most of all be very very patient as it can take some time to change your body composition.0
