I’m a very thin female who eats a lot but gains almost nothing because of my fast metabolism. Any tips on how to bulk up my arms and legs and keep them that way. Certain foods that help or exercises I should be doing? I heard weight lifting is good.

Have you seen the helpful posts at the top? They should be able to help you out.
If you are having trouble eating enough this one is great:

Also yes lifting is going to help you build muscle so I highly recommend you follow a program, many great ones in here:

Increase your caloric intake slowly until you start gaining weight (about .5lb/weekly on average) and hold steady. Once it tails off, start increasing again by 100-200 until weight starts trending upwards again. Eat more caloric dense foods if needed to reach your goal.
I would hop on any program of your choosing that incorporates something along the lines of...
squatting or simular movements 2-3x a week
some form of deadlifting 2x week
and form(s)of pressing 3-4 slots a week with some arm work 2x week.
