Not losing much weight

Hello everybody! I am a 5'7 female and weigh 125 currently. I have been tracking for a month and keeping my net calories at or below 1300. I workout 3-4 times a week doing cardio and strength training. I am starting to get discouraged because I am not losing any weight and I feel hungry all the time.

How much weight are you looking to lose? You are currently just 7 pounds away from being technically underweight for your height.
Your title says "not losing much", but you say you are "not losing any". Which is it?

How much weight are you trying to lose, how fast, and why?
At 5'7", you're currently at BMI 19.6, low in the normal weight range, and 118 would technically be the border between normal and underweight. Underweight is Not A Good Thing.
If your goal is appearance, it's very likely that strength training, good nutrition, and maintenance calories (not weight loss) would lead to the best results, though that takes patience and persistence. As a bonus, you'd also have less hunger.
I hope you're getting a reasonable minimum of protein, and otherwise good nutrition? At your size, and active, you'd want at least 100g of good-quality protein daily IMO (more wouldn't hurt), and 50g+ of fat.
Also, how old are you? 1300 calories sounds punitively low for someone your size, especially if you're not elderly. Your maintenance calories could be 2000 daily and maybe even more. With only a few pounds to lose - if that! - it would be a health-promoting idea to go slowly, like half a pound a week or less (250 calorie deficit, max).
I'm shorter and almost certainly older than you are (5'5", age 67) plus also female and active . . . I maintain weight on 2100+ calories, and I'm only a bit heavier than you (around 130). I admit I'm a mysteriously good li'l ol' calorie burner, but I think you may be severely underfueling yourself, not getting the benefits you should from your good exercise schedule.
If this comes across is harsh, I apologize . . . maybe think of me as your concerned old internet auntie, because I'm certainly old enough. Please stay healthy - it's important!

You aren't losing much weight and feel hungry all of the time because you don't really have weight to lose.2

Without a pic I’m guessing you have little muscle mass and are carrying some fat covering what muscle you DO have.
Think about lessening the cardio, getting on a PROVEN weight training program and actually UPPING your calories and working on adding muscle.5 -

Yep, if your skinny fat, and wanting to look more toned and fit, this advise is the correct course of action.1
