Genetics and usually extreme thinness, if it's a real thigh gap.
Workouts aren't really likely to get a person there, because working a muscle increases the muscle's size rather than shrinking it. Also, spot reduction of fat doesn't work. Lose fat all over, and if there's thigh fat, it will eventually decrease as the person loses weight, though the thigh fat may not leave until other body parts are woefully skinny (that's genetics, mostly, too). Exercise does burn some calories, so could contribute to fat loss: That's about it.
But many, many web sites will give you workouts to get a thigh gap, monetizing that for themselves by charging for their very special workout/diet program, or simply renting your eyeballs to the advertisers on their "free" page/YouTube channel or whatever.
Often, a thigh gap - not IMO a thing to aspire to - is a thing so-called influencers get by standing in a particular but deceptive pose while being photographed. There are a number of ways to do that.

My best advice would be to optimize the body your genetics brought you, rather than pursuing whatever is trendy right now.

I guess now it's called more like a "legging legs" trend, but I think that's not that different. Skinny, not visibly strong, all about the look. And still just a way to make women feel insecure, and use those insecurities to make money. I feel like some of it is about centering physicality associated - not necessarily accurately - with young teens, as if the prepubescent look is the ideal. Strength and maturity IMO involve women claiming their due power as full, self-determining adults. Scary stuff, for some, that - for women ourselves, as well as some others.

No such thing. Exercise is for fitness and health. You can INCREASE muscle size with the right program, but "thigh gap" is more genetic (wide hips and slightly turn in femurs) and on people that lack muscle in their quads.
