Does a 4-day-workout routine work?

So, I work out 4 days a week and the routine as as follows:
1. Chest and Arms(biceps)
2. Back and triceps
3. Shoulder
4. Legs
Diet: 2000-2100 calories a day. (I am south asian and we tend to have oil and spice in our food). However, I try to limit the rice and oil intake in my food and try to intake at least 60-70 grams of protein every day.
I've maintaining this for the last one year. I have noticed cuts but I feel like its not enough and I'm no where near to visible abs or big arms.
I am 5'8'' and my weight is 72 kg.
Any suggestions guys?

You're leaving potential muscle gains on the table.
1x frequency isn't ideal. Do 2x e.g. upper/lower, or PPL (any order) and a full body.
Your protein is low. You should target at least 110g.0 -
