I've heard this term multiple times and I would like to know what it means.

People with very little muscle mass who appear skinny, but have subcutaneous fat. So, they may look slim in their clothes, they look flabby without.

Usually people who are at a healthy weight on the BMI scale but have an unhealthy amount of body fat.

skinny fat means "people who are thin that have a high body fat" for your weight/size, they don't necessarily look "flabby"
