    Tell her to stop. Inform staff. This could be a dangerous situation. It might be just someone innocently admiring you but I don't believe in that sort of thing. Be careful. Be VERY aware of your surroundings and ALWAYS, ALWAYS alert.

    Start filming back with a really clunky, obvious recording device. And/or just stare at her.

    Ah, the joys of living abroad. I feel your pain, I live in China, and sometimes people do take my picture without asking. I'm glad you were able to report it to an appropriate person.
