I am 5'4" and eat 1200 daily. I do not really exercise. I do have a substantial muscular mass/bone structure. Current weight is 122, my goal is 115.
For me, 1200 cals per day is perfect, as I am not hungry, and have been losing steadily. So I figure that a woman of your height and frame would need to eat less than that.
Trial and errors, as other said ... Once you find the right balance, stick to it. But let's be clear, 1000 cals per day is not a lot of food. So after a few weeks or a couple of months, instead of guessing if you're okay, I would suggest to undergo a medical check-up to make sure that you don't have any nutritional deficiency. It takes less than an hour - totally worth it!
That's what I did a few years ago, when I decided to lose weight by eating 1200 calories/day. I am really not a fan of taking risks with my health. It is so precious !0
