You should check out Nordstrom if there's one near you - they do great fittings and carry tons of different sizes. I have some great bras that I've purchased from them and, yes, while they can be pricey, they're insanely good quality (and way better quality than VS).
And unlike VS, Nordtrom lingerie women are actually trained in bra fitting.

I drive 4 hours (including ferry) to get my nearest Nordtrom for bras. In fact, we're due for a trip to Seattle soon. My girls get the best support I can afford.0 -
I am going to go with tops. Though, it seems to be getting better. I used to by a XL or a 14/16 because I am kinda busy and don't really care for clingy things. But, most of my height comes from my legs, so the larger sized tops are always too long. As per Stacy and Clinton on What Not to Wear, longer tops on women who are not particularly tall, make you look short and dumpy.
I have gone down a size in tops. I can now wear a size L, and sometimes a 12. The length seems to fit much better.
