Short/petite people with under 20 to lose-question!

I do get this a lot. I'm 5' 1.5". I have about 17 pounds to lose which doesn't sound like a lot but for me it's extremely unhealthy. I keep that entire 17 lbs in my midsection. This gives me a dangerously high (91) waist to hip ratio, meaning I'm at a very high risk of having coronary heart disease, stroke, cancer and diabetes. It's imperative that I get this weight off, even more so than the people who scoff at me and claim I'm "so little already". I have to just ignore the remarks and do what I have to do to get healthy.0
