    Definitely UNDER!!

    You don't have to touch the roll when it's under to pull the tp and get what you need. If it's over you do...yuck for the next person. :/

    EXACTLY!!! it takes the brain the size of a pea to figure out that the Toilet paper ALWAYS goes OVER!!!!

    Over, but I don't raise a big stink about it if someone actually put it on the roll. I just fix it!! I even change it if at someone else's house...no kidding...call it OCD if you want, but I do it without a word said.
