I think it would depend on her height and weight. on mfp they recommend people 6 foot to 5 foot go on 1200 cals a day to lose two pounds a week. I think if your friend is short going 200 cals less then the recommended minimum is okay.

If she's an active person and burns more than 200 calories 5-6 times a week then she'll need to up her calorie intake a bit. If she wants to lose weight fast that's cool but sooner than later, there will be metabolic damage.0

1000 calories a day is just fine, as long as you are consuming nutrient dense foods. There is mounds of research that highlights the endless benefits from living a 1000 calories/day life . . .0
