Goal to break out of my long plateau and reduce BF to 22%

I joined MFP beginning of this year and haven't post anything until now. I signed up for MFP because I have plateau plateau plateau. I've plateau for almost 6 months. I run 3x a week for an average 15 miles a week, lift weights + abs workout 3x a week and yoga on my non workout day. My goal is to lose around 8 to 6 lbs, and lower my body fat percent to 21 or 22, I'm currently at 26.5 (according to Fat 2 Fit's Military Body Fat Calculator). I think my plateau may have something to do with my diet and here I am, logging what I am eating. I discovered that I have been averaging 1200 calories or lower a day. Maybe my slowing metabolism contributes to the plateau, I don't know. I've also tried intermittent fasting for 24 hours once a week. That was a tough ordeal. I also would like to lose the fat around my stomach and thigh. I know that spot workout isn't possible; I'm hoping the lowered body fat will give me the athletic look.

Weight 131
Body Fat 26.5 (Fat 2 Fit)
Clothes size small or size 4 pants.

My personal goals:
1. Lower body fat to 21 or 22
2. At least one clean pull up
3. Finish my first half marathon,(signed up for dec 2013)
