Toning up arms HELP ME

So, I used to do a lot of cardio videos that incorporated a few arm exercises. I've done the 30DS twice as well. However, after gaining some weight back and losing muscle mass with my ED, I'm looking for a plan to do at home with dumbbells and separately from my 30-50 minutes walks around the neighborhood. (Can you even do arm toning separately?? Like before bed without getting your heart rate up?) Anybody have a plan they'd like to share? I'm so lost on this, I literally need somebody to list out what I need to do, how many times to do it, and with what weights. A year ago I found a great article about it with steps and everything, but can't find it now.. :(
