I would combine an 800 calorie a day diet with 3 hours a day of zumba.
Pft... Zumba makes you bulky, don't listen to this guy -- she needs to avoid all cardio and cut her calories way down. 500 calories and 3 hours of thigh master, while using a shake weight.

I agree with time machine. I can remember at the age of 31 being able to stand with my feet together and my thighs wouldn't touch. Now that I'm 51 it doesn't matter how skinny I get. My thighs will be forever in close contact..lol0
