I would say under 70g is low.
Under 50g you will probably be able to go into ketosis.
    And under 20g is extreme.
The most important thing on a low carb diet is to get your carbs from fruits and vegetables.

Anything under 130g of carbs is considered low.
Low-carb ketogenic diet (LCKD): less than 50g carbs and 10% calories daily
Low-carb diet (LCD): 50-130g carbs daily and between 10-26% of calories
Moderate-carb diet (MCD): 130-225g carbs daily and between 26-45% of calories

    According to whom?

To my knowledge there are no set values for low carb. What is the source of your figures for LCKD, LCD and MCD?

I took a nutrition class.. The professor says a person need 134 carbs a day for health and nutrition.. Low carb would be under that.

The diet is moderate-carb if you get 40-50% of your calories from carbs. The diet is low-carb if you get between 25% and 39% of your calories from carbs, and the diet is very-low-carb if fewer than 25% of your calories come from carbs.
