1100cals per day for a male is nowhere near sufficient nutrient you need to eat more.

You will for the short term because you have been starving your body, but if you continue exercising and once your body adjusts to the additional calories you will lose weight. You need a calorie deficit to lose weight but not that much of calorie deficit.

How are you judging your calorie intake?
    - re-read calorie counting 101 - over 4 years you've likely slipped in your estimating and may need to refous (weigh and accurately log everything

How are you judging weight loss?
    - because if you eat more your scale weight may shift up in the short term until you ride it out

increase your calories by 250 a day for 6-8 weeks .. wait for your weight to stabilise then increase your calorie consumption again

no 17 stone male should only consume 1100 calories - ever

You're not eating enough. You're body needs to learn that you are not going to starve it. Your belly will shrink in time. You need to learn patience.

You can't lose in any particular place, my friend.

What happens happens, and generally all over, gradually. Definitely not one place at a time.

It doesn't matter how little you think you're eating, until you start weighing and logging everything you eat and drink you won't truly know. Packets and 'tablespoon' measurements and the like can be very misleading, especially when it comes to things like peanut butter. I was shocked when I first weighed out 10g of peanut butter-nowhere near a tablespoon full as most tubs seem to suggest.

Spend the next few days weighing and logging everything and see if you really are eating 1100 calories like you think you are.

Also yes, how are you judging your exercise calories? MFP is known to wildly overestimate calories burned sometimes, most people usually subtract half or a third of what MFP says they have burned and go by that.

Cardio will increase the number of calories you will have burned a day and thus you can eat more, but the weights are very good for helping with stubborn belly fat in my personal experience.

Start logging your food. WEIGH everything. If you're not losing, you're not in a deficit.

If you aren't tracking your calories, you have no idea whether or not you're in a deficit. Start weighing and logging everything, and as others have pointed out, aim for the goal it gives you. 1100 calories is less than recommended for a woman, let alone a man.
