    Depends on what the package says. Most packaging is dry weight, but it should state in the nutrition facts if in the US.

    It's dry weight. I just checked my own package of quinoa to be sure!

    Yeah, typically a serving size of .25 cup for rice, quinoa, oatmeal, or other grains is dry. (Grams and a scale are more accurate, of course.)
