Isn't it just normal to say "hey dad, this is so-and-so"? Not that hard.1

Your dad probably already pulled your boyfriend's credit report and followed him around all day. Your boyfriend spotted him and your dad knows it...so your dad is being shifty and always having a convenient excuse not to be around because he doesn't want to get recognized.
...at least, that is what I would do.2 -
Not just respect, but if something happens to my kid, i want to know where i'm going to go find this person.2

My fiance and I were dating for close to six months before he met my dad and that was actually by coincidence. He was at my house when my dad came by to drop something off. It was no big deal. I said "Hey Dad, this Joe" - they shook hands and went about their business. No need to make it so complicated.2

Do you have a reason not to tell your father you are dating?
Since the guy met your mom it seems odd you wouldn't even mention you were dating him to your dad unless your dad is going to go insane about it.
Maybe your guy friend just wants to know if there will be problems in future.
Yes we kissed but we are taking it slow we haven't had sex yet or anything like that I just didn't want him to meet anyone until we were official that's all
Except he did meet someone- your mom- and he didn't ask to be introduced just if you told your dad about him.
Just talk to your non-boyfriend about what he wants and what you think about these levels where you feel the relationship will progress enough to do various milestone things. Like some weird video game.
Start going places together sometimes but no intimate contact equals "friend" maybe?
Kissing equals meeting mom apparently but not boyfriend status... special friend?
Picking you up or dropping you off at home equals dating but not exclusive?
Sex equals official boyfriend and meeting dad time?

It would be funny if you kept it a secret, got married, had kids and then one day brought the whole family over to see dad.

I had all of my daughters' "friends" dig a hole on my property...just in case! You never know when you'll need a pre-dug hole...especially in the winter months... I guess what I'm saying is he'll need a heads up at some point soon.1
