Poor logging would be a starting point. 2 weeks not being long enough to tell would be another. OP has said she doesn't weigh her food, she could easily be eating more than she thinks.21 -

Did you read the thread? Not using a food scale so probably eating more than she thinks. Sounds like she recently started weight lifting, so probably retaining water. It's only been 2 ish weeks, so considering normal weight fluctuations, especially for women, it is way too soon to expect straight line results of what she's doing.
Starvation mode is a myth as a short term thing. Adaptive thermogenesis is a thing, but develops over a long period of time with a consistently aggressive deficit, neither if which is happening here.10 -

You always burn fat, most of your calories burned each day will be fat calories no matter what you eat since you only preference carb burning during a feeding with carbs and when doing high intensity exercise. You are always burning fat and carbs the ratio is the only thing that differs but if you are burning carbs you aren't storing them as fat so it's a net zero.
Yes, there is a phenomenon known as adaptive thermogenesis that does serve to lower your metabolism after a diet but it's not really that profound and most of the effects disappear after a short period of time of eating at maintenance or above. Dr. Fung is a quack.6 -

A lot wrong here but much of it already addressed. Steel cut oats are no different than rolled oats except that rolled oats are steamed for faster cooking time.2 -

Also, an absence of a clear alternate answer does not make woo answers about steel cut oats and starvation mode correct by default. Cause logic.6
