Why would it bother me (or get on my nerves) to see someone who doesn’t appear to be trying?

Depends, if it's a SO, perhaps you want them to exert effort, too. If it's a random stranger, perhaps you have too much time on your hands. Lots of time what we feel about ourselves comes out in a reaction to someone else.2

Maybe you're envious
Like if someone seems to get everything easy, without trying.
