Absolutely! Not only does it tone you up, it will actually make you lose body fat a lot faster than doing cardio.0

It's not that simple. I'm all for strength training, and I do it, but some women do get bigger -- not enormous, but larger than they'd like in certain areas.
The first woman in the photo may be taking steroids. The second woman looks as she does because of her genetics. It's sort of like just because you study ballet doesn't mean you'll have the body of a ballerina. You have to be born with that basic shape.0 -

Woman in picture one will train for hours and hours a week, eat like 5000 calories a day and most likely takes steroids or hormones - and most importantly she is aiming to look like that! It's very hard for women to bulk up, and impossible to bulk up quickly or by accident xD0 -

I run about 3x a week and attend boxing class on Thursday nights. The boxing class is very upper body intensive (lots of pushups, punching, sparring, skipping). I have found that I personally feel like I'm getting pretty beefy in the shoulders, biceps, lats and wonder if perhaps it's starting to go over the top.
If I were to start actively lifting weights, or hitting up more boxing classes, I think that I might end up looking less like the chick in the bottom pic, and more like the one on the top (not to THAT extreme tho).
I think some of it is genetics as to how the muscles respond to weights, and also the type of lifting you do - a lot of low weight reps, or a smaller number of heavy weight reps.

Why?
Women have dense muscles which means we get strong but our muscle size doesn't increase much. To get size it takes a lot of work, different training techiques, very different diet and natural or artificial steroid type substance. I lift weights 7 days a week and do not have 'big' muscles. My mom is a body builder and has been trying to gain size for years and is not even half the size of above picture. She is also all natural. Lifting weights burns fat and creates a sexy toned body, don't fear them.0 -

This is a misconception people throw around a lot. Lots of weight, lower reps = strength and possibly size depending on your calorie intake. Little weight, higher reps = endurance training (aka, another form of cardio).
I'm not saying either way is right or wrong, but that high rep/low weight leads to "toned muscles" thing is a myth that drives me nuts.0 -

I actually agree with this. I have broad shoulders, mainly from genetics and also from competitive swimming when I was young. I have made it a point to not lift heavy WRT any sort of exercises which gives my body more of a V-shape.
And yeah, there's NO way I can have the body of the girl in the second picture, sigh... unless I do surgery.0 -
