    When placed in a covered toilet paper holder, it should generally be placed over to aid in tearing. If it is placed under, it just keeps rolling and does not tear as easily...

    That started so it wouldn't be so easy for the cat to play with the toilet paper. Cat can't figure out how to make it go the reverse direction so its been left alone every since.
