Not really, he still would have to get in, put it into neutral, it it was a stick, he might be able to shift it, but would he be able to reach the clutch? If it was automatic, he would need the keys to shift it....

Not if it was already in neutral, then you just need to take off the handbrake, and if you happen to leave the handbrake off if can sometimes just roll away (ask my wife or my insurance company!!!)
