Has anyone heard of a neighborhood where they don't want you to jog/run in it?

HOA = Home Owners Association. Self-important dictators who decide what you can and cannot do in your own neighborhood, on your own property. The basic idea is fine; you won't have a nice house with a well-kept yard next to a shack with foot-high weeds and a pickup truck on blocks in the front yard but every HOA I've dealt with has taken it to the extreme. They can also fine you. Screw HOAs; I'll never live in another neighborhood with one.0

Back on point though, this thread is baffling. At first I thought the OP was just being patently absurd but then it occurred to me that maybe her paranoia is coming not from the man in particular but perhaps because she's had issues with the HOA before (or has heard stories about ridiculous rules being enforced)?
I have a relative who has had multiple run ins with their HOA about very nitpicky stuff. For example, they got repeated warnings about having a boat on their property that was "improperly stored". The boat was under a carport, because in the rules it says boats need to be "covered". Well apparently a carport isn't good enough, because you can still...see the boat. Really dumb, especially since it was a nice custom carport AND a nice freakin' boat!0 -

I agree with your boyfriend; don't worry about it. Unless the streets themselves are privately owned and maintained, it seems unlikely that a HOA could have rules specific to what you do in the public right of way. There are literally endless possibilities and trying to guess which one isn't going to help anything.0

There are important differences between neighborhoods with HOAs, neighborhood with restrictive covenants (CC&Rs) and private, gated communities. If the neighborhood you describe is the latter and the roads themselves are privately maintained then you are trespassing on private property- it's not different from running through someone's yard and you could be arrested for it if the locals get riled enough and the police want to play along. On the other hand, if they are public rights of way, then passing through as you are is perfectly fine whether or not the people living in that area like it.
ETA: Note that laws vary by state and locality.
