    Dutch brothers must be Van Halen. Sharp Dressed Man sort of fits, but I can't tie it to other parts of the clue.

    Van Halen is correct for circle 2.
    The three artists/groups are all male and their respective song titles all contain the same word, but the full song titles are not exactly the same.
    I can provide the album the song was released on, if anyone wants that hint.
    But you're all a smart bunch and the answers aren't obscure :)
    @RunTimer: Eliminator clarification- it's a nickname for the car model, the Eliminator is a ___ ___.
