How to gain fats on hips & breasts?

This is great advice. Along with adding a calorie surplus, as suggested by terizuis, try using a beginner strength programme to add muscle as well as fat - Strong Curves is great for adding size to the booty but Starting Strength, Stronglifts and New Rules are good too.
You can't choose where you gain fat but by adding muscle to your glutes, quads etc. you can create a nice shape and building up your pecs can give the impression of a bigger bust (I usually lose weight/fat/size whatever from my bust when losing but haven't while strength training).

If there was a way to add fat to certain parts of your body, everyone would be doing it & everyone would have a perfect body. Doesn't happen that way, sorry.0

Have a baby, then do lots of cardio and lower-body work (build/maintain hips). Breastfeed your baby, and when he/she gets too old for breastfeeding, become a wet nurse for the rest of your life (maintain breast size).
